Bicycle & Electric Micromobilty Policy

PATCO welcomes customers traveling with bicycles and permitted electric micromobility devices. To ensure the safety, security, accessibility, and comfort of all riders, the following requirements apply to bicycles and permitted electric micromobility devices carried aboard PATCO trains and within PATCO facilities. This policy does not restrict wheelchairs, mobility devices, or other disability accommodations that are otherwise permitted under applicable law and PATCO policy.

1. BICYCLE AND MICROMOBILITY DEVICE SIZE LIMITS
   All bicycles, e-bikes, and permitted micromobility devices must meet the following maximum dimensions and weight limits. The limits apply whether the device is traditional or electrically powered.
   • Maximum weight: 80 pounds, including battery and permanently installed accessories.
   • Maximum overall length: 72 inches.
   • Maximum overall width: 30 inches at the widest point.
   • Maximum bicycle tire width: 4 inches.
   • Devices must be capable of fitting completely within designated bicycle or micromobility storage areas without protruding into passenger walkways.
   • The customer must be able to board, store, secure, and remove the device without assistance from PATCO personnel.

   PATCO may deny boarding when a device exceeds these limits or cannot be safely accommodated, regardless of whether the device otherwise meets the requirements of this policy.

2. BICYCLE REQUIREMENTS
   Traditional bicycles are permitted when they comply with the size, weight, storage, and boarding requirements of this policy.
   • Bicycles must be in safe operating condition and free of conditions that could create a hazard to passengers, employees, or PATCO property.
   • Bicycles must be stored only in designated bicycle areas and may not block aisles, doorways, seats, mobility device spaces, emergency equipment, or other passenger circulation areas.
   • Bicycles may not have trailers attached while being transported aboard PATCO trains.
   • Folding bicycles are permitted when folded and secured, provided they remain within the size and weight limits and can be safely accommodated.

3. ELECTRIC BICYCLES
   E-bikes must satisfy all bicycle requirements in this policy and the additional electric-device requirements below.
   • The e-bike must be equipped with fully operable pedals and a bicycle-style frame.
   • The electric motor must be manufacturer-installed and rated at no more than 750 watts.
   • The e-bike must meet New Jersey's applicable definition of a permitted low-speed electric bicycle or motorized bicycle and must have a maximum motor-powered speed of no more than 28 miles per hour on a flat surface.
   • The e-bike must be equipped with a manufacturer-installed lithium-ion battery.
   • The battery must be UL-certified/listed or certified to an equivalent nationally recognized safety standard.
   • The battery and electrical system must be free from visible damage and may not have been modified, rebuilt, altered, or tampered with.
   • Examples of permitted e-bikes include standard two-wheel commuter e-bikes, step-through commuter e-bikes, and lightweight folding e-bikes, provided they meet all requirements of this policy.
   • Fat-tire e-bikes are permitted only when the tire width is no more than 4 inches and all other size and weight requirements are met.
   • Electric devices must be powered off while aboard trains and while inside stations.
   • Customers must maintain control of their bicycle or micromobility device at all times.

4. MOTORIZED SCOOTERS AND OTHER ELECTRIC MICROMOBILITY DEVICES
   Permitted motorized scooters and other electric micromobility devices may be transported on PATCO when they meet the size, weight, battery, storage, and onboard requirements of this policy.
   • Maximum weight: 80 pounds, including battery.
   • Maximum overall length: 72 inches.
   • Maximum overall width: 30 inches.
   • The device must be capable of being safely stored completely within a designated area without blocking aisles, doorways, seats, mobility device spaces, emergency equipment, or passenger circulation areas.
   • The device must be powered off while aboard trains and while inside stations.
   • Customers must maintain control of the device at all times and must load, secure, and unload it without assistance from PATCO personnel.
   • Motorized scooters and other electric micromobility devices are subject to the same battery safety and charging restrictions contained in this policy.

5. BATTERY SAFETY AND ELECTRICAL SYSTEM REQUIREMENTS
   The following requirements apply to all electric bicycles, motorized scooters, and other permitted electric micromobility devices.
   • Only manufacturer-installed lithium-ion batteries are permitted.
   • Batteries must be UL-certified/listed or certified to an equivalent nationally recognized safety standard.
   • Batteries showing signs of damage, swelling, leakage, overheating, deformation, or other defects are prohibited.
   • Modified, rebuilt, homemade, or otherwise altered battery systems are prohibited.
   • Modified or homemade electrical systems are prohibited.
   • Customers may not charge electric micromobility device batteries using PATCO electrical outlets.
   • A device with a battery or electrical system that presents a safety concern may be refused transport or required to be removed from PATCO property.

6. BATTERY SAFETY AND ELECTRICAL SYSTEM REQUIREMENTS
   The following are prohibited aboard PATCO trains and within PATCO facilities, except where otherwise permitted by law or an applicable PATCO accommodation policy:
   • Only manufacturer-installed lithium-ion batteries are permitted.
   • Batteries must be UL-certified/listed or certified to an equivalent nationally recognized safety standard.
   • Batteries showing signs of damage, swelling, leakage, overheating, deformation, or other defects are prohibited.
   • Modified, rebuilt, homemade, or otherwise altered battery systems are prohibited.
   • Modified or homemade electrical systems are prohibited.
   • Customers may not charge electric micromobility device batteries using PATCO electrical outlets.

7. PROHIBITED VEHICLES AND DEVICES
   The following are prohibited aboard PATCO trains and within PATCO facilities, except where otherwise permitted by law or an applicable PATCO accommodation policy:
   • Cargo bicycles or cargo e-bikes.
   • Three-wheeled bicycles, tricycles, or other oversized multi-wheel bicycles.
   • Tandem bicycles.
   • Recumbent bicycles.
   • Bicycles or e-bikes with trailers attached.
   • Gasoline-powered bicycles, mopeds, scooters, or other gasoline-powered personal vehicles.
   • Any bicycle, e-bike, scooter, or micromobility device exceeding the maximum size or weight limits in this policy.
   • Any device that exceeds the maximum permitted motor-powered speed.
   • Hoverboards, electric skateboards, and similar self-balancing or board-style devices.
   • Any device with a damaged, leaking, swollen, overheating, modified, rebuilt, or otherwise unsafe battery or electrical system.
   • Any device that cannot be safely accommodated within designated storage areas.

8. ONBOARD AND STATION REQUIREMENTS
   
   • Electric devices must be powered off while aboard trains and while inside stations.
   • Customers must maintain control of their bicycle or micromobility device at all times.
   • Devices must be stored only in designated bicycle or micromobility areas.
   • Devices may not block aisles, doorways, seats, mobility device spaces, emergency equipment, exits, or passenger walkways.
   • Devices must fit completely within designated storage areas without protruding into passenger circulation areas.
   • Customers are responsible for loading, securing, and unloading their devices without assistance from PATCO personnel.
   • Train operators and PATCO personnel may deny boarding when designated space is full or when safe accommodation is not possible.
   • Devices may not be ridden in stations, on platforms, in trains, or in other PATCO facilities.

9. ENFORCEMENT
   PATCO personnel are authorized to enforce this policy and may refuse boarding or require removal of any bicycle, e-bike, scooter, or other micromobility device that does not comply with these requirements, cannot be safely accommodated, creates a safety hazard, interferes with train operations, blocks passenger circulation, or unreasonably inconveniences other passengers.
   • Employees are not required to measure or inspect every device when it is apparent that the device does not comply with the policy.
   • When compliance is uncertain, employees should use reasonable judgment and prioritize passenger and employee safety.
   • A customer may be required to remove a device from PATCO property when the device presents a safety concern or violates this policy.
   • Failure to comply with this policy may result in refusal of transport, removal from PATCO property, and/or suspension of bicycle or micromobility transportation privileges.

10. ENFORCEMENT
    PATCO reserves the right to prohibit or restrict any bicycle, e-bike, scooter, or other micromobility device when, in PATCO's reasonable judgment, the device cannot be safely accommodated, presents a safety or security risk, interferes with train or station operations, or otherwise creates an unacceptable risk to passengers, employees, or PATCO property.
